August 2013 - Message from Carlos
With summer coming to a close, it's time to start thinking about school. And to get kids in the spirit, I'll be hosting my annual Back to School Event and Health Fair Saturday, Aug. 3, at Palo Alto College. For the fifth consecutive year, I'm joining with the San Antonio Food Bank, a number of very generous corporate sponsors, and community leaders in an effort to get South Side kids excited about returning to school.

There will be plenty of free food, entertainment, health screenings, information on community resources, and kids in K through 8th grade will get a free backpack and school supplies.

The Palo Alto event is just one of nine Back to School events for kids in Senate District 19. After kicking off in La Pryor and Eagle Pass in July, we'll be holding events in Carrizo Springs, Rocksprings, Del Rio, Brackettville, Camp Wood, and Uvalde. Over the years these events have helped us distribute more than 70,000 backpacks and assorted school supplies throughout the district. Thanks to the generosity of our sponsors — we can thank the San Antonio Food Bank, AT&T, Silver Eagle, Toyota, USAA, Port San Antonio, Walmart, Culligan Water, Coca-Cola, Zachry Construction, Lake Truck Lines, and Palo Alto College — our goal is to distribute more than 9,000 backpacks this year.

But our kids need more than backpacks and school supplies to be successful. Kids need to be healthy, so we'll be offering screenings and immunizations. Kids and their parents need to be informed, so we'll have numerous government, non-profit, and advocacy groups on hand with community resource information. Kids need to be happy and motivated to learn, so we'll be dishing out a lot of fun.

In fact, there's just one rule — you have to have fun!

Sales Tax Holiday

The 83rd Texas Legislature moved up the date of this year's Sales Tax Holiday by one week — to Aug. 9-11.

The three-day Sales Tax Holiday gives Texas shoppers a tax break from state and local sales taxes on most clothing, footwear, school supplies, and backpacks priced under $100. That means back-to-school shoppers can save up to $8.25 for every $100 they spend.

More information on the Sales Tax Holiday, which has been an annual event in Texas since 1999, can be found at The site will provide a list of apparel and school supplies that may be purchased tax free.

Low-income Texans eligible for electric discounts

Sen Uresti is urging low-income, disabled, and elderly Texans to apply for discounts on their electric bill of up to 82 percent.

The discount would apply to bills of qualifying Texans this September and the months of May, June, July, and August of next year.

Texans who already receive food stamps or Medicaid will be automatically enrolled to receive the discounts. But about 15 percent of those eligible — such as a family of four with an annual income of $27,400 — must enroll on their own by Aug. 13.

Texas Vietnam Heroes Exhibit coming to San Antonio

After its debut at the Lyndon B. Johnson Presidential Library Museum in Austin, the Texas Vietnam Heroes Exhibit will begin touring the state this month, with the first stop at the Institute of Texan Cultures Museum in San Antonio.

An opening ceremony, which is free to the public, is scheduled for 10:00 a.m. Saturday, Aug. 3. The Alamo City is an appropriate first stop for the exhibit — Of the 3,417 Texans who died during the Vietnam War, 287 called San Antonio home.

The award-winning exhibit pays tribute to every Texan who died in the war through the display of 3,417 personalized dog tags, each hand-embossed by Texas Vietnam veteran Don Dorsey. The tags include the name, rank, branch of service, date of loss, and home of record displayed in alphabetical order on the more than 30-foot exhibit. Black tags honor the 102 Texans listed as Missing In Action.

The exhibit also includes a model Texas Capitol Vietnam Veterans Monument that will be installed at the Capitol on March 29, 2014. An identical set of dog tags will be entombed in the monument.

Preservation Texas Honor Awards

Senate District 19 has a rich and varied history that deserves to be recognized. Thanks to Preservation Texas, an excellent opportunity exists to do that.

Since it was founded in 1985, Preservation Texas has been the leading advocate for the preservation of Texas' historic resources, and its annual Honor Awards program recognizes outstanding and inspiring accomplishments in historic preservation across the state.

Preservation Texas invites you to participate by submitting nominations for exemplary projects, programs, and achievements by individuals or organizations.

The 2013 Annual Honor Awards ceremony will be held at San Antonio's Mission San Jose on Thursday, Dec. 5. Chet Garner, the host of the popular PBS show The Daytripper, will emcee the event.

National Night Out coming in October

Be sure to mark your calendar for National Night Out, which is on Oct. 1 this year. Sponsored by the National Association of Town Watch, National Night Out is a neighborhood crime and drug prevention event that occurs annually in communities across the United State. NNO is designed to strengthen neighborhood spirit and community-police partnerships, while sending a message to criminals that "neighborhoods are organized and fighting back against crime!"
